First paragraph- give background as to how black and
neighborhoods are separately: In the 1900's predominantly black neighborhoods were impoverished and lacked a good educational system.
Second- Significant of busing- There was a racial divide in neighborhoods and schools even though school desegregation ended in 1954.
Third- Process of desegregation- when and how school desegregation came about.

fifth paragraph- Educational differences- Teachers were not as stable as they were in white areas; classes were over populated
